July 2000, the government launched a 2 year pilot
scheme to attract entrepreneurs. This scheme commenced
in September 2000. For applicants under this pilot
scheme, no minimum investment is required, third
party funding is permissible and applications are
assessed in order to identify talented entrepreneurs,
particularly in the field of "e-business"
and other new technology fields.
